DeWitt C. “Weet” Baldwin III

Weet’s career began as the Safety Director and Loss Prevention Manager at King’s Dominion, a major theme park in Doswell, Virginia. In that position, Weet was responsible for all Emergency Medical Services, Fire and Rescue response, and fire prevention and safety education for full time and seasonal staff. Due to his successes in emergency services, risk management and accident prevention, he was appointed the Chief Fire Marshal for Hanover County, Virginia where he managed the fire prevention, inspections and investigations staff. Weet went on to become a nationally registered Paramedic with Ashland Vol. Rescue Squad and served as a Flight Paramedic with the Virginia State Police Med-Flight I program based in Richmond. Weet has been a Paramedic Program Director/educator at Memorial Regional Medical Center, and recently retired as medical advisor and chief tactical medic for the Richmond Police Department SWAT Team. Weet has also served as medical services director for NASCAR and Indy Racing League events at the Richmond International Raceway. Weet has severed as Special Advisor to the Secretary of Public Safety for the Commonwealth of Virginia and was appointed by executive order in 2013 to the Governor’s Task Force on school and campus safety. Weet has spent the past 30 years as a healthcare, public safety and emergency management executive focusing in the field of education, preparedness and response.

“Robby” Dawson – Vice President

Robby has been involved in emergency response for more than thirty years and has a Bachelors Degree in Emergency Management from the University of Richmond and a Masters Degree in Business Administration from Virginia Commonwealth University. He has served as the Assistant EMS Director for Hanover County, a Flight Paramedic with the Virginia State Police Med-Flight program, and a member of Chesterfield County Fire and EMS Hazardous Materials Response Team. Currently an Assistant Chief with the Chesterfield Fire and EMS Department, he oversees the Community Risk Reduction Branch of the department and is responsible for the Emergency Management Division and the Fire Masrshals Office. He also serves as an Emergency Operations Center Manager. Robby is also a member of the Central Virginia All Hazards Incident Management Team, an NFPA Technical Committee Member, and serves on several state and national advisory and regulatory boards in the field of public safety and emergency management. He has been an emergency response educator for business and industry for twenty years teaching and developing emergency response, disaster management and continuity of operations courses tailored to the individual needs of the responder.
